The INSPIRED programme, implemented in Tunisia, Moldova, Kyrgyzstan, Ghana and Morocco through local partners, was focused on fostering support for inclusive reform through multi-stakeholder democratic dialogue. The programme was coordinated by the European Partnership for Democracy (EPD), while it was co-financed by the European Instrument for Democracy and Human Rights (EIDHR), Club de Madrid and the Netherlands Institute for Multiparty Democracy. The Operating Model that was developed through these experiences provides an innovative new tool for facilitating local consensus on reform priorities. It also enables donors to align their aid with local needs more effectively. Watch here the video:
The Operating Model is based on three phases; Collective Assessment, Consensus-building and Monitoring and Donor Alignment. Its approach is simultaneously policy, process and results-orientated and ensures local ownership by a wider range of stakeholders in the democratic process.
