Club de Madrid launches the conclusions report of the ‘Madrid+10 Preventing and Countering Violent Extremism Policy Dialogue’

 

• The United Nations Secretary General, Ban Ki-moon closed the Madrid+10 Preventing and Countering Violent Extremism Policy Dialogue Policy Dialogue, inaugurated by the King of Spain, Felipe VI.

• The main outcome of the Policy Dialogue was the document “Global Consensus” – a call to action, stressing the need for a comprehensive response to violent extremism — one that empowers civil society and tackles the underlying causes that allow violent extremism to thrive. ‘Human Rights must be at the forefront of our response to avoid breeding the problems we are trying to solve’ said Ban Ki-moon, United Nations Secretary General, during his keynote speech at the closing session of the Madrid+10 Policy Dialogue. He also urged the audience to ask themselves: what is the attraction of extremist ideologies and showed his conviction that ‘good governance is essential to countering terrorism in the long term’. The King of Spain Felipe VI, stressed the need for respecting democratic values and the rule of law, because military action alone is not sufficient to counter and prevent violent extremism.

The speeches and the priority policy recommendations made by the 35 Club de Madrid Members – all of whom are democratically elected former Presidents and Prime Ministers – and more than 300 experts from the academia, civil society and grassroots representatives, can be found in the Conclusions Report that has been launch today.

This document also highlights good practices and success stories along with key challenges and gaps identified during the policy dialogue’s workshops on: women, education, peace and interreligious dialogue and online radicalization. Contributions from Vaira Vike-Freiberga, President of the Club de Madrid, Danilo Türk, Member of the CdM, Peter Neumann, Director of the International Centre for the Study of Radicalisation and Political Violence (ICSR) and Sir John Alderdice, Member of the House of Lords, have enriched this report.

As mentioned above, the main outcome of the Policy Dialogue is the Global Consensus – a framework which enumerates the common values, goals, and principles that stand the best chance of achieving real, sustainable progress in the struggle against violent extremism. The #GlobalConsensus can also be accessed or downloaded and signed-on from the online platform of the project: www.stoppingviolentextremism.org – a digital hub which highlights good practices, trends and challenges, initiatives, policies, and raises awareness of the work done by key experts and interlocutors, who utilize the Global Consensus ideas in their own community, society or country.

Other contents available in this 140 pages report are the policy papers written by top international experts on #CVE relevant topics which include rights and security, faith and values, politics and Identity, as well as economics and opportunity.

The Madrid+10 Policy Dialogue was organized by the Club de Madrid and the International Centre for the Study of Radicalization and Political Violence (ICSR), in partnership with the European Commission, the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (KAICIID), US State Department, and the Spanish Ministry of Foreign Affairs. The knowledge partners were Hedayah, the Anna Lindh Foundation, IEMed, and TRENDS Research and Advisory.
