He served as Prime Minister of the Republic of Mozambique from 3 March 2022 to 14 January 2025, following his earlier appointment as Minister of Economy and Finance in 2015. During his time in government, he led significant reforms in governance and oversaw the country’s economic and social development strategy.
Before joining the Government, he worked as National Director of Agrarian Economy at the Ministry of Agriculture (1983–1986), while on secondment from the Central Bank of Mozambique.
With more than four decades of experience in the banking sector — across both retail banking and the Central Bank of Mozambique — he held several senior roles, including Senior Credit Analyst, Director, Deputy Governor (1989–1991) and Governor (1991–2006). In the financial sector, he guided major reforms aimed at deepening and modernising the national financial system.
He is a member of the Association of Economists and Auditors of Mozambique.
He holds an MSc in Financial Economics from SOAS, University of London, and a degree in Economics from Eduardo Mondlane University, where he taught Monetary Economics and Financial Systems. His publications include contributions to the Central Bank’s Staff Papers and books on banking and public governance.
