The participants involved representatives of the Council of Europe, the Organisation of Ibero-American States for Education, Science and Culture (OEI), the Federal District of Mexico City, the ‘Club de Madrid’, ‘la Caixa’ Foundation, and officials from the following cities: London Lewisham, Lisbon, Madrid, Mexico City, Quito, Santa Tecla, Sao Bernardo do Campo, Sao Paulo, Tenerife and also the State of Puebla (Mexico).
