Laura Flores is the Outreach and Governance Officer at Club de Madrid. She coordinates internal governance processes, membership engagement, and compliance with statutory obligations, while also leading advocacy efforts, outreach operations, and cultivating strategic partnerships with like-minded institutions.

A core part of Laura’s role involves leveraging the influence of Club de Madrid’s network of democratic former Heads of State and Government to advance policy recommendations and ensure they translate into meaningful action at national, regional, and global levels. Her work has contributed to major international developments, including coordinated advocacy that supported the U.S. government’s endorsement of the TRIPS waiver during the COVID-19 pandemic, and collaborative efforts with civil society that helped pave the way for the G20’s historic decision to advance a new global taxation agenda.

Before transitioning into global advocacy and institutional relations, Laura built a strong foundation in research and public policy analysis. At UNICEF Spain, she worked on Agenda 2030, development cooperation, and regional advocacy efforts. At BEMIS, she led a project evaluating government programmes supporting the democratic participation of ethnic minority communities in Scotland.

She holds a BA in Politics and International Relations from the University of Exeter and an MSc in Sociology and Global Change from the University of Edinburgh. Since 2023, she has served on the Steering Committee of the People’s Medicines Alliance, a coalition of more than 100 organisations advocating for equitable global health access.
