COVID-19 erupted in the context of a crisis of democracy long in the making.
In most countries, the pandemic and its management by authorities has cast a spotlight on previously unnoticed or insufficiently attended systemic flaws that have limited democracy’s capacity to function, deliver, be trusted and come out of the crisis unscathed. Seeking to analyse and remedy these flaws, Club de Madrid has partnered with International IDEA and Oxfam to launch a Global Commission on Democracy and Emergencies.
Drawing on the lessons learned during the management of COVID-19 in different corners of the world, Members of Club de Madrid discuss with political leaders, policy experts and representatives of civil society recommendations to enhance democratic resilience in emergency situations and throughout the subsequent recovery period.
