Paloma is a lawyer and international relations specialist with a focus on international politics, public policy, and development. She currently works as a Legal Advisor at the Civil Cabinet of the Presidency of Paraguay, where she is involved in developing legislative proposals, designing policies, and providing legal analysis to support the implementation of key government initiatives.

Her political engagement began early, advocating for education reform and student rights. She later expanded her efforts by promoting youth leadership in political decision-making, serving as the National Youth President of the Patria Querida Party from 2022 to 2023. In this role, she led initiatives to enhance civic education, support young political candidates, and strengthen alliances between youth organizations at both national and international levels. Additionally, she was elected as an Alternate City Councilor for Asunción in 2021.

Paloma’s career is deeply rooted in international politics and multilateralism. She has gained extensive professional experience as a legislative advisor at the National Congress of Paraguay and as a trainee at the European Parliament, where she engaged on EU-Latin America relations. These roles allowed her to acquire valuable insights into both local and global policymaking.

In 2022, Paloma was awarded a Fundación Carolina Scholarship, which enabled her to complete a Master’s degree in International Relations from the Institut Barcelona d’Estudis Internacionals (IBEI) in 2024. Her studies focused on Global Governance, Latin American Studies, and international cooperation.

Paloma has also been actively engaged in numerous international spaces and programs focused on democracy, political participation, indigenous peoples’ rights, and public policy. She has developed strong ties with organizations such as the Konrad Adenauer Foundation, contributing to various initiatives and projects implemented in Paraguay.

Beyond her institutional roles, Paloma is actively involved in youth leadership and mentorship programs, such as BecasPy, which supports young Paraguayans in accessing study-abroad opportunities. She is also a member of the Global Shapers Community, a World Economic Forum initiative that fosters youth-led impact projects.

Paloma believes in strengthening democratic institutions, increasing youth and women’s representation in politics, and advancing international cooperation.
