Democratic Resilience (DR) is a multi-stakeholder effort to strengthen and renew democratic systems in response to evolving global challenges, led by Club de Madrid.
Democratic Resilience is a core area of impact within Club de Madrid’s 2026–2028 Strategy, reflecting a multi-stakeholder effort to strengthen democracy in an increasingly uncertain and fragmented global context.
The overall aim of this pillar is to contribute to the protection and revitalisation of democratic systems so that they can effectively respond to citizens’ expectations, safeguard fundamental freedoms and uphold human dignity and the rule of law. In a context marked by declining trust, rising polarisation and growing authoritarian pressures, Democratic Resilience seeks to reinforce democracy as a system capable of delivering stability, inclusion and long-term wellbeing.
Democratic Resilience facilitates dialogue, advocacy and policy engagement to address the structural challenges affecting democratic governance. It promotes collective responses to strengthen institutions, rebuild trust between citizens and decision-makers, and advance reforms that place human rights, accountability and transparency at the centre of governance. By leveraging the experience and moral authority of its Members, Club de Madrid contributes to shaping forward-looking, action-oriented agendas to renew democracy worldwide.
This area of impact offers a comprehensive approach to strengthening governance systems by combining global advocacy with country-level engagement. It focuses on reinforcing democratic institutions, promoting good governance and safeguarding civic space, while supporting civil society, independent media and human rights defenders as essential actors of democratic life. It also addresses the implications of technological change, encouraging the responsible use of digital tools to enhance participation and accountability, while countering risks such as disinformation, manipulation and surveillance.
Democratic Resilience further advances efforts to counter polarisation, political fragmentation and extremism by fostering dialogue and consensus-building among political and social actors. Through these processes, Club de Madrid seeks to restore trust, strengthen democratic discourse and promote ethical leadership grounded in respect, inclusion and evidence.
Towards Democratic Resilience Agendas
The development and implementation of initiatives under this pillar are led by Club de Madrid Members, supported by engagement with governments, civil society, regional organisations and multilateral institutions. Through policy dialogues, in-country missions and cross-regional exchanges, the organisation fosters shared learning and collective action.
