Shaping a Rules-Based International Order
The overall aim of this Area of Impact is to protect and renew a rules-based international order grounded in respect for international law, the principles of the United Nations Charter, and inclusive, effective multilateral cooperation capable of responding to today’s global challenges.
This Area of Impact promotes a renewed commitment to multilateralism as an essential framework for peace, stability and shared progress. In a context marked by geopolitical tensions, selective adherence to international norms and growing fragmentation, Club de Madrid seeks to reinforce trust, dialogue and cooperation among states and institutions. By leveraging the experience of its Members—many of whom have contributed directly to shaping global agreements and institutions—the organisation supports efforts to ensure that multilateral systems remain relevant, legitimate and capable of delivering for people and the planet.
Through this work, Club de Madrid advances a comprehensive approach that combines the protection of international law, the promotion of democratic and inclusive multilateral reform, and the strengthening of dialogue among major powers and regions. The initiative facilitates policy discussions and high-level exchanges aimed at reinforcing accountability, avoiding double standards, and supporting mechanisms for global justice, including efforts to combat grand corruption and uphold human rights. It also contributes to shaping ongoing global processes, from development financing and social development agendas to global health governance and the management of Global Public Goods.
At the same time, the Area of Impact fosters strategic dialogue and bridge-building in an increasingly polarised world. By convening Track 1.5 dialogues and engaging with key global and regional actors—including major powers, multilateral institutions and regional organisations—Club de Madrid works to restore communication, promote mutual understanding and encourage coordinated responses to shared challenges. These efforts help strengthen a more connected, networked and responsive system of global governance that reflects the realities of a multipolar world.
The Area of Impact also emphasises the importance of inclusivity in global decision-making, advocating for stronger representation of the Global South and for the integration of diverse actors, including cities and local authorities, into multilateral processes. By linking global commitments with local implementation and promoting cooperation across levels of governance, Club de Madrid contributes to making multilateralism more effective, legitimate and responsive to citizens’ needs.

The discussion and advancement of this Area of Impact are guided by the experience and leadership of Club de Madrid Members, who engage in global policy processes, dialogues and partnerships to shape a more democratic, inclusive and effective international order. Through these efforts, the organisation seeks to contribute to rebuilding a rules-based system capable of addressing global risks while safeguarding peace, human dignity and sustainable development.
